I want to replace my vinyl-phthalates – flooring for something ‘greener’. Can I cover it with plywood ?

Since phthalates are emitted from vinyl tile flooring will covering this flooring with plywood sheets – then putting down new floor covering be sufficient. Or do I need to have the vinyl pulled up ? They can measure the phalates in house/floor dust and in the home occupants blood and urine now. Will sandwiching in these tiles with plywood be enough.
